I don't think there is a time frame because the Yates memo nor Ac21 rule doesn't explicitly say that you have to inform CIS in the first place so if you want you can inform CIS now. When informing CIS ( in your case) attaching pay stubs ( i would send latest three months pay stubs) will help.

yes you can notify CIS by yourself.. but you need an EVL letter with same/similar job title and duties (same as LC especially job duties)from new Employer. search the forums for the AC21 docs .. PM me if you want what are the docs i sent out
