I don't think there is a time frame because the Yates memo nor Ac21 rule doesn't explicitly say that you have to inform CIS in the first place so if you want you can inform CIS now. When informing CIS ( in your case) attaching pay stubs ( i would send latest three months pay stubs) will help.

finally myself and my wife cases have been approved. Mine is an AC21 case and I did inform CIS about my job change so for folks who have informed CIS do not worry your time will come. below are my case details.

yes you can . make sure company B is willing to give you EVL so that you can inform USCIS about your AC21.

yes you can change employers by using AC21 law. salary difference is not a big a deal as long as it is more than what is stated in LC .. if it is low it is better if it is not too low .
