To be eligible to apply for OPT, you must: (1) have been in full-time student status for at least one academic year by the requested OPT start date, (2) be maintaining F-1 status at the time of applying for OPT, and (3) have not used OPT at the same degree level previously.

Both answers are correct in context. One would no longer be subject to the ten-year bar after 10 years, but they would still have to prove they qualify for a visitor's visa.
Just to update you all, there are still no developments. We are still where we were many months ago. I'm hoping that with the change in administration, things will change rapidly.
So far, we do not have clear guidance from the consulate on most of these delayed entry situations. Each case is different, but all must do the following:
1. Write to the consulate. Ask for guidance.
2. Do this more than once.
3. Keep track of what you have done.
