Dallas is closer to me than Houston, so, depending on your answer, I could probably go there instead.
I'm going to be mailing my OCI papers tomorrow and planning a trip to India during the last week of July / 1st. week of Aug. Since I probably won't get the OCI in time can I just drive down to Houston and get a 6-month visa the same day?

Don't waste your time
I can unequivocally tell you that you don't need one. It's a waste of your time and will be a waste of the IO's time if he/she even reads it. Think about it this way: What exactly can you tell the IO that isn't already there in the app. itself?
