I don't believe you can file for them over here while they are on a tourist visa. They need to go back and file in their home country. You can only file for AOS if you have a valid visa. I'm not a lawyer so double check with an immigration lawyer
On 9/9/15 priority date was assigned at California service center but they have one of the longest time lines.
USCIS employee stated to write a letter to other service center to request transfer but it can be rejected.

We just learned card was mailed out for I-485 which means the back log that we were notified of that would be approx. 6 months is less than 3 months! This is for Texas center.
