Sponsoring my mother and my borther who has speical needs

I would like to sponsor my mother. However, my borther who is over 21, mentally retarded and can not live without her. I know that it takes 10 years to sponsor your sibling (or for my mother to get citizenship and then sponsor him). Is there a way that an exception can be made for my brother, so that we can apply for their green card together?
 
If your brother is not married, once your mother arrives in the U.S. on an immigrant visa, she becomes a permanent resident and can immediately petition for your brother. It will be in the F2B category which is 7+ years. However, your mother cannot leave the U.S. too long or she will lose permanent residency, so that still doesn't allow her to take care of him in the meantime.
