Applying from abroad?

Just wondering if anybody could advise about any issues I should be aware of.
I am a natural born US citizen and I live with my foreign wife abroad.
I would like to start the process of applying for a visa for her.
We both live and work abroad and most of the scenarios i read about consist of one relative living in the USA already.
But that is not our case.

So, has anybody heard of applying for their spouse while both living overseas?
 
What is a DCF?

Regarding the other suggestion, I don't think they do that as I read something about the US Consulate must operate a public counter to do that.
I am in Ireland and it looks as though the US embassy here does not.
So I have to send in the I-130 to Chicago.

Direct Consular Filing. If they allow DCF and you satisfy their DCF criteria (e.g. living in your spouse's country of citizenship for a certain number of months), you can file the I-130 directly with the consulate and the processing is much faster (3-4 months end-to-end instead of 6-12 months).
 
I-94 arrival / departure record

While reviewing the I-130 form, there is a segment that asks "Has your relative ever been to the US"?
If Yes, then you must include a I-94 evidently..
My spouse has indeed visited the US, on a number of occasions as she is a citizen of a country in the Visa Waiver Program.
Looking at the I-94 form, it has fields for "Visa admission number", "City where visa was issued" etc.
But this is not information that seems valid for a person coming from a visa waiver country..


Can anybody advise?
