re-apply for B2/Visitor visa within 12 months

My parents b2 visa got rejected in Dec 2011. Now, we are thinking of reapplying. The most likely reason for the 1st rejection was the mention of my wife's preganancy
and that being the primary reason for their visit.

Here is the question, does it help to wait a year to re-apply, or does it not matter? The application form has a specific question asking if you have applied for a US visa
in the past 12 months.

Re-applying should not be solely tied to time since the last failed application. It should be tied to a significant change in the applicant's circumstances.

ok, i understand that, but knowing that nothing has changed in the situation and is not likely to change. The choice i have is re-apply now, or re-apply in a few months (after the 1 yr mark), does that make a difference?

If the situation has not changed, consulate's decision on another application won't change either. Does not matter if you apply now or later.
 
Delaying the re-application by a year or so may have a better chance of a different decision. Reason being, the current consul may be transferred and replaced by another consul. The new consul may interpret a certain applicant's intention differently. Small possibility!!!
