Can you apply again if you win and don't go?

I was selected in DV2012 but haven't progressed yet - due to family reasons.

My questions are?

1. Is there any chance of dragging out my actual entry date if I get my visa this year but can't leave until late in 2013?
2. If I miss this chance, has anyone ever won it again in subsequent years (I know, first time was lucky enough) and if so, is it ok to do that?

Hoping someone can help me.

Yes, You can apply but you will have to be selected again and pass the interview again.

You can reapply next year but what do you think the chances will be?
If you are serious it is now or never do not spoil the chances of others if you are not sure on moving.
If you are serious you can go and do your landing and return before a year that will take you beyond 2013.
The honest question is, are you serious?

I have heard of people doing this (especially Canadians). It means enter the US before the entry period (usually 6 months) expires so you can get your 'real' permanent residency visa (a multi-entry visa) then simply fly back to where you came from. Then the requirement to maintain your US permanent residency is that you must be in the US once per year. So theoretically you could do this multiple times. However, how successfully you are may depend on the mood of the immigration office at the US airport. If they think this is what your trying to do, they may revoke your visa - but I'm guessing here?

You can enter the US, activate your status, apply for an REP (Re-Entry Permit), wait a few weeks for the biometrics appointment, and then return home for upto 2 years with it. It preserves your LPR (Lawful Permanent Resident) status. It costs almost $400, and ideally you should try to get a driver licence (DL), bank account, etc., to show ties to the US. This is all presuming the obstacle preventing you from coming to the US is temporary.

My advice, progress now! (That is if you do want to live in the USA).
Being selected is not something to take for granted; I have talked to people who have tried for years and years and still nada.

Depending on your family reasons, if they are simply a temporary delay this shouldn't stop you; if you're spouse refuses to come then you have a problem.

If you get your GC approved, you can then activate within the 6 month time period and apply for a re-entry permit which is good for 2 years i believe.
This buys you considerable time, before the actual move.

In our instance, we didn't actually move to the USA for almost a year, this was without a re-entry permit.
We activated our visa within the 6 month window as required by a visit to NYC (went back to our existing country of residence); and later moved within the next 6month period.
