Applying US citizenship from foreign country?

My father has been a US resident for over 5 years. He is about 70 years old.
He is more of a business person who comes to US for 2x a year while still doing and living in a foreign country.

Can he apply for citizenship from the country he lives now through the embassy ?

If not, I guess he has to apply in US and come to USA whenever the interview is scheduled?
 
There are too many complexities I can think of ... while reading your post.
If he does not live in US, and only visits, it is going to be hard to get citizenship. However, it depends on the duration of his trips.

He has to apply from US. He can travel while the citizenship is being processed, but the duration of travel might be an issue considering the overall travel pattern.

How many days do you think he has spent in US over the past 5 years?

You likely mean he has had his GC for 5 years. If he's living in a foreign country the majority of the time, he's in serious risk of loosing his GC altogether let alone not being eligible for naturalization.
 
Not completely true. He has to be in the US for the fingerprinting, interview, and oath, but there is no requirement to be in the US when the application is submitted.

Don't you think it will be noted that the gentleman mailed his application from Malta for naturalization? I think it will pique the interest of the NBC and forwarded to his DO. We don't know what will happen, because the OP provided little bit of information.

His father visits the US, but where does he stay? Does he pay US taxes? Does he own property or rent a house here? Unless we get answers to these questions, I would be reluctant to comment on the chances of the father's N400 success. What is he doesn't pay taxes? Lot of business people I know hate paying taxes, I don't like to pay taxes too.
