F1 denied under the section 221g

Hi,
I'm writing on behalf of my brother who was refused the student visa(green form).He was interviewed on the 30th of April.They were not able match the passport photo as the passport was old. Secondly, additional police verification certificate was needed.Though the classes commence from august 26th(masters in ECE) but he has to pay the tuition by June 10th. He will be reapplying by the 20th of may. I would be highly obliged if someone could answer the following questions for me:

1. Approximately how much time do they take before actually considering the case and granting the visa? Would it be better if he defers his admission or should he go ahead with reapplication process?

2. A different I-20(for the visa) would be required if he applies for deferral?

1. Depends on the Embassy. But he needs to get those two things fixed before going back - current passport photo and police verification. If not, he is probably going to be denied again.

2. Yes, because the program start date and duration will change. But a new I-20 is not hard to obtain from the university.

221(g) is not a refusal. It basically means that the consulate is not ready to make it s final adjudication on the application.
