Getting K3 Visa outside of Spouse's Home Country

Hi,

I am a U.S. born Citizen and want to get married to a woman in India who lives in Pakistan and is a Pakistan Citizen. I will be staying with her in India till she gets her K-3 Visa. Since I must apply for a K-3 visa in the country where the marriage took place (India) will this be an issue. Meaning will it be an issue that she is not an Indian Citizen, can we still get our K-3 processed in India ?

Any info would be helpful.

Tourist visa will not be fine. The US consulate in India will tell her to apply at the US consualte in her country of residence.

Yes, she will be residing with me in India, but we her legal status will be that of a tourist on extended stay. So, do you think that will be fine ?
