Customs/Immigration-related question

I appreciate all of your advice on this matter and thank you in advance.

My father, who is retired, visited me in the US (I am a student here) last year. He has a 10-year visa and was supposed to stay in the US for 2 months. Among other things, I needed him to dog-sit while I was away. At the customs, the officer changed the date of his departure to 15 days earlier from what we had planned. However, because I was out of the country, my father left on the original date, thus violating the officer's new date.
I would like my father to visit me again this year, with my niece. Are they going to let him enter the US (his visa is still valid) or make him go back to Europe? How can I help his case?
 
That all depends on the officer at the POE.
You could have helped earlier by ensuring he leaves before his I-94 expires. Now you cannot do anything except hope for the best.

It was almost impossible for him to leave earlier because I was out of the country at the time.

We filed a request for an extension of stay, but the office never received the application and we sent it regular mail. No proof that we sent it except a copy of a check for the extension fee which doesn't prove anything.
 
Why? You had his passport on you? I am not trying to add salt to wounds. Just trying to understand how your absence was preventing him from departing the US in a timely matter.

No, he had his passport. I just needed him to be in my house while I was away. There's a reason he needed to be here while I was gone (a family reason).
