Receiving Medicaid and Citizenship

my inlaws received their green card last year. they also applied for medicaid insurance and submited that they make $400 a month to get qualified for medicaid. They do not work at all.

can receiving medicaid create an issue when filing for citizen ship?
Also do they need to file taxes every year?

Citizenship eligibility does not include public charge criteria and that is why you don't see question "Have you ever received public
assistance" on N400 as you see on I485.

But recieving public assitance may cause trouble for GC and sponsor of GC. For GC holders, that may cause
inadmissibility when GC holders travel abroad for more than 6 months and come back. For sponsor, they signed
affadavist of support form so that the government has the right to ask sponsor to return the money.
So receiving public assitance may indirectly affect citizenship application.

But this refers to public assitance in form of cash. medicaid may not be even considered to be public assistance
for this immigratrion purpose.
