My sister as a dependant of my parents

Hi,
I just became a citizen. If I apply for GC for my parents, would my sister who is <21 qualify as their dependant and get her GC as well with them within one year?
Or would she be considered a direct relative of mine (sister) and will have to wait 10 years for GC?

She is not a dependant of your parents for US immigration. She falls into a completly different category and must wait for a visa number. She will not be permitted to immigrate with them but will be required to wait until it is her turn in a very long line. If your parents cannot immigrate without her, you need to wait to file for them.

Check the Visa Bulletin at the US Department of State website for priority date for various categories.
 
Your sister has two avenues open to her. Firstly you can sponsor her as a sibling, 12 to 15 years before she gets her GC. Secondly, once your folks move to the US as GC holders, they can sponsor her as a minor child, 4-6 years before she gets her GC.
