If 4 years and 9 months have passed since you are a resident, then YES.

More precisely, it's up to 90 days before you have 5 years of continuous residency as a LPR.
4 years and 9 months since being a LPR by itself is not always sufficient.

Yes, check "A". There was once a post here the poster said he checked
"D" (Other (explain)) since he thought 5 years is not up yet. He got his application returned with a request for which laws he is using for eligibility.
Apparently someone can make a mistake here.
