Do you need a sponsor to get the conditions off of your CGC?

Let's say a couple didn't make above the poorverty line will you need a sponsor to get off the conditions after applying for your 10 years Green Card?
 
You don't need a sponsor for this, but the original sponsor is still financially responsible if the immigrant spouse takes certain welfare benefits.
