Dual citizenship

I am actually on a H1B visa, and I'm going to apply for the Diversity Lottery. I am working in the States as a Portuguese, but I was born in France and I have also the French citizenship. Now, I want to apply for the lottery but I'm not sure with which citizenship I should apply. With which one of this citizenship I would have more chance to win?

If I apply through my city of birth (in France) is there a chance I get disqualified because I came to the US as a Portuguese on my H1b?

I think you have to apply as of your city of birth or if that isn't eligible than if your parents were born else where you can claim that...but i don't think you can claim the country you live in as the place to claim, otherwise everybody who isn't elgible would move and apply from another country...like all English people would apply from other countries.
For a H visa you don't have to file under your country of birth, but where you live.

I believe you hold a Portuguese passport and that's what you used to show citizenship for the H1 b application.

I don't think either country matter statistically, 'cos in either case you will be in the European 'statistical pool' giving you equal chance. But this will be different say if you can claim both Asia and Europe, then Europe has a higher chance, as much as 2 times I think.
