i just found my offer letter signed by VP-Business Development, is that will be a problem for the TN visa officer? Should i ask them to change to HR manager?

If your I-129 is approved and you have your visa form the consulate, then, it applies to Mexicans as well. You'll get your I-94 at the airpot in Canada or US.
