Minor Sister- Can I file i-130?

Hello. I tried to find some information on this subject -- but was not successful.

I have a sister who is a minor- 14 years old. Can I file a i-130 for her. She is an Indian Citizen. She lives in India.

You can file for her only if you are a US Citizen and at least 21 years of age. The wait time is really long - 12-15 years.

Have you applied for your parents? It will be a lot quicker if one of your parents is a permanent resident (or USC) and applies for her. Since she is only 14, it will take about 6 years for her to get GC via parents.

I am assuming that he or she have not file for parents because it poster have done it, mentioned sister would come with parent(s) since she is under age.

I have a similar situation and I believe that a minor doesn't get a free ride with the parents, they still have to wait possibly 4-6 years if a parent gets a GC, in the meantime they cannot just live in the US without somesort of visa, please let me know if you have any other information on this.
