how to speak with 2nd level IO

Guys, Our fp were rejected twice and we hace to submit police clearance letters (which we did). Now no word from USCIS.
We tried calling the 800 number but it keeps saying your application was received on Date of receipt of N-400 and we are currently processing it. Our IO do not have any additional information beyond this information and then we keep getting lost in the voice messages.

any suggestions.

I went through the same thing. I didn't get any kind of an update from calling customer service. They just kept repeating to wait 'til 90 days was up, yada yada yada. I ended up getting my oath letter about 3 weeks after submitting my police clearance. So not too long of a wait.
 
I was ok to be transferred to 2nd level IO couple times before. However, I tried to call USCIS again today, the 1st level CS and even the supervisor just rejected me to transferring my call to 2nd level IO. I didn't know if I have quoted to detail on my status so they wouldn't want to help me. Last couple times, I just give them my receipt number, and they can tell from the status was over 3 months (really out-of-date status), so they helped for the transfer.

I just want to know if my oath date is granted and they just wouldn't help.:o
