Unfortunate situation, need your guru's help.

A friend of mine in California has an difficult situation and would appreciate some help. My friend became a citizen. Now she is sponsoring her father for a green card. He father is >65 and is in the US and has received a fingerprint notice. Unfortunately, her father had a stroke before the fingerprint was taken and has since been in the hospital, paralyzed for now. There is no possibility of going to the fingerprint center in the foreseeable future.

There are a lot of questions in time like this. We would appreciate if you can shed some light on the following.

Is there any possibility to get the fingerprint done while he is in the hospital?
What are the potential obstacles to get a green card from here?
Any suggestions on how to deal with financial issues associated with this situation?

I hope they had travel and medevac insurance to cover the bills because he now has become a public charge if he has used Medicaid. His health situation will complicate his GC because he is unable to support himself, and she likely cannot afford his care. The fact that he is over 65 has no meaning as he is not eligible for either Medicare of Medicaid. She should be prepared to care for him at her home or pay for nursing home care as he is likely to be ineligible for hospitalization once the crisis has passed.

She also needs to realize that even if he manages to get his GC, her affidavit of support gives the government the right to come after her for reimbursement of funds expended on his behalf. Meaning, if in the first five years after getting a GC, he uses Medicaid or many other means tested benefits, she is responsible for repaying the government as his sponsor.

The fact that she is in CA may give her some additional benefits as they have bankrupted their state by giving very generous - relative to my state - benefits to visitors, illegals, and new immigrants.

As for the financial issues, she should med-evac him to his home country where he has earned the right to use taxpayers benefits.

The fingerprint notice has instructions on how to request a reschedule.

But it might not be a good idea for her father to live in the US, given that it will be impossible for him to obtain insurance and he will not be eligible for Medicare or Medicaid. Health care is cheaper everywhere else in the world.

You are a self-righteous idiot... The has never being any case I have read in which the govt came after a person for medical bills expensed on behalf of a patient... The financial difficulties in CA has nothing to do with illegals or even new immigrants, what you are spewing is hate of immigrants. You have no need to advise anyone on how NOT to use public service, because I don't use medicare and never will, but each time I do a transaction, tax is charged which fund some of people on medicare... If the OP can't afford to take care of her father, how can she possibility med-vac the father? She needs to reschedule and hope the father can attend the FP. You are in no position to speak to her financial situation, are you her banker?

That may be true, but considering that most states are going broke I wonder how much longer it'll last before someone in a state government gives it a whirl.

But to the OP, the father (if he had a stroke) is likely inadmissible on health and public charge grounds. I believe there was a post here just a few days ago where someone got a waiver of inadmissibility for health, but then USCIS issued an RFE for proof of health insurance, presumably to determine whether public charge inadmissibility applied.

No third parties is entrusted with this service. National security is the foremost concerns of the US govt, to make sure people who are fingerprinted are indeed the people seeking a particular benefits. When you for FP, after the FP is processed, a digital image of you is taken. You are also asked to sign the electronic pad.

Please call USCIS and have the Fingerprinting Rescheduled to a later date.

Just want to point out that Medicare is not funded through state/local sales taxes; it is a federal program that is funded entirely through payroll (FICA) taxes.
