Bentlebee, I fully agree that lack of English is a minus, but formally it is not a must. If you carefully look at the instructions, you'll see that education/experience is needed only to submit an application. At the interview one has to demonstrate his financial stability, and it is possible to do without any English at all. There are many countries all over the world where high school course does not include English at all, and you can also get a college degree without knowing English. And then you may either have cash or an affidavit of support to be eligible for a visa. Neither is related to the knowledge of English. It is the naturalization where you absolutely cannot make it without English, not the green card interview. Cruiserbox did not tell the forum anything about his financial situation, therefore it is hard to speculate about his case.
I know that makes is so hard to judge the case, without all the facts it is just an assumption why he was denied.
