There are two locations listed on the "Certificate of Naturalization"
1. Application filed at "Orlando, FL"
2. Oath of Allegiance ceremony conducted at "Lake Buena Vista, Florida"

Which of the above two is considered as the "Place of Issuance" to be filled on I-130 form (Petition for relative).

it was given (issued) to you at the oath, so that would be Lake Buena Vista, FL.
