I got fired for stealing at my job from fedex when I was 18 about 4 years ago. Should I put that on the form? I wasn't charged for anything, there were no Police involved. I returned the Ipod and just got fired. How much will it affect my application?

Strictly speaking, you only need to answer Yes to "Have you commited an offense or crime for which you were NOT arrested?". Practically speaking
I don't think most would if they were in your shoes

Do u know how many people each year applies for citizenship? Unless you have a recorded criminal history, u dont put it there. Many folks stole or tasted a candy/grape from the grocery store,,, is that stealing or negligble misconduct? Even if you did put it in,, what are you going to do to bring papers to prove that crime? Contact Fedex and tell them to send you the HR records?

They will not. If you choose to answer NO to the question "Have you ever commited a cirme or offense for which you were not arreested?", keep a low profile. Don't talk with anyone you are applying for citizenshiop Even after the process, still refrain from talking abouit it either. Just keep it as a pure private matter between yourself and USCIS. Don't send in your application thru Fedex. Use USPS or UPS instead.

The only way USCIS would know, as I see it, is that the same Fedex HR manager who fired you end up working for
USCIS and happen to be the IO who handle your applications.

Finally, I am not suggesting how you answer to that question. It is up to you.

now what about "16. Have you ever been arrested, cited, or detained by any law officer (including USCIS or former INS and military officers) for any reason?"

Do I have to put the times I got pulled over for expired tags ? I got fix it tickets for expired tags and expired registration. I have no points on my record though.
