I am US citizen and I want to bring my 18 year old unmarried daughter to USA. She is currently in Turkey. Because of her bad living circumstances, I want to bring her as soon as possible.

Does anyone know approximately how long it takes if I apply a green card while she is outside of the United states?

Should I bring her with tourist or student visa to USA and than apply for a green card?

Which way would be faster?

It takes like 6 months. I'd do it RIGHT NOW without any waiting. As for bringing her here it's a topic, which everyone has different opinion on. First of all, there is a really good chance she will NOT get a visa, because of you. Second, those visas are non-immigrant, so if she come and apply for AoS, the IO may not like it (like she came with the intention to immigrate and all). Well, I know I'm pretty messy in explanations, but I personally think it's better to apply for CP (which is also faster from what I've heard).

Some people say, if I apply green card for my daughter while she is outside of USA, it may take seven years. 2002 application is in the precess now. But I believe this waiting period not applicable for me because my daughter is under 21, unmarried and I am a US citizen.
What do you think??? I am very confused.

What is CP?
Consular processing. You file form I-130, and on the form you request the preferred consular location. Shortly after I-130 approval (6-12 months) your daughter will interview for the green card at the consulate.

And you are correct that the multi-year queue is not applicable to you, because you are a US citizen and she is still under 21 and single.

You are good. You can apply right now, and these days CIS seems to be really fast in doing things, so I'd be expecting 4-6 months to complete her application and come here.
