Applying Green Card for Brother-in-Law

Hello,

Me and my wife both recently got US Citizenship. My wife wants to file GC for her brother who is married and has a 2-3 year son.

My Questions Are:
- Do we need to file GC for All three? Or just file for her Brother? We need GC for all.
- Considering the current statistics that family based GC takes about 12 to 15 years to process.... Does the person applying for GC should be residing in US all time during the application Process. I am in double mind and may even plan to go back to India for good.... Not sure but there is a possibility. So in this case will the application be denied? or would i have to show the proof of US residence and W2 etc for Support Documents?

I'm a US citizen now, and want to apply GC (I-130) for my brother. I know it will take about 12 years to get priority date current. But what about his wife and kids? I know I won't be able to file I-130 for my sister-in-law and nephew. But will they be able to go to consular office to apply for GC with brother 12 yrs later? I don't want my brother to get GC first, and he needs to apply for GCs for his wife and kids under F2A and F2B. Thanks a lot!
 
His kids are in the age of 1 to 3. So they will be less than 18 10+ years later. Do you mean they can just go to consular office to apply for GC together after I-130 approval and priority date is current? What kind of documents they need to prepare or provide to the consular office before going for immigration visa appointment? How should I inform the consular office that my sister-in-law and his children are going there with him? Thanks.

Proof of the relationship, medical exams.

They'll inform NVC themselves prior to the interview. Worry not.
