Can I apply for Citizenship now? Plus other question- Pls Help!

If anyone can answer these 3 questions I would really appreciate it:

1) I got my GC in Feb 2004, can I apply got my citizenship in Nov 2008? Or do I have to wait until Feb 2009? I heard somewhere that you can apply 3 months before your 5 years are up. Any truth to that?


2) I was illegally in the country when I was aged from 18-26; and I didn't know anything about Selective services, less that I was requited to register. Now that I'm over 32, how can I handle this situation? Will I be denied citizenship?
(I have good moral standing)

3) I became legal in this country about 5 years ago (I got my GC), but back in the late 90's I got a letter of Voluntary Departure because my application for a GC was denied under my parents application because I had aged out. The jest of the letter was "You are granted to XXX XX, XXXX to effect your departure from the US voluntary without the institution of proceedings to enforce your departure..."

So what do I check YES or NO when asked "Have you ever been ordered to be removed, excluded or deported from the United States? " in Part 10 E27 in the N-400?

Depends on your basis for citizenship. Some people can apply after 3 years. There are instructions on USCIS website - M-476. You need to read them. They explain who can file when.

Yes, you can apply up to 90 days in advance provided you meet all the requirements. Read the guide:

Registering to fail normally does not prevent someone over the age of 31 from being approved for naturalization unless USCIS has other evidence that goes against your good moral character requirement. The fact that you remained in the US illegally even after USCIS sent you a voluntary notice to leave the US may be enough for USICS to deny your application. It's up to USCIS to judge if you have good moral character based on the facts.

So you remained in the US even after USCIS sent you a notice to voluntarily leave the country, or did you leave the US after they sent you the notice?

So you remained in the US even after USCIS sent you a notice to voluntarily leave the country, or did you leave the US after they sent you the notice?

I stayed then went through the whole "registration" process and go tmy GC some years later.
