1800 and background check

My experience with customer service has been really great.
Background:
My PD 12/10/07, Fingerprinted on 1/29/08, but case cannot be found online.
Call 1: first week of February
The person who answered also did not have access to my file so she transferred me to another lady who had all the info. I was worried that i had a wrong receipt number, but she reassured me that everything was okay.
Call 2: today
Same thing, i was transferred to an extrmely nice IO. He checked my file and said that my background check is not complete yet and that it started on Dec 17.
Already 2 months and a half!
My question is:I got my green card through the lottery post sept-11, wouldn't they have run this same background check on me?

Wow, this is a first! How exactly did you manage to get them to transfer you to an IO?

Well, the first time i was worried there was a typo in the receipt number. And today, i just said that my case is still not recognized by the system and he transferred me. I guess i'm lucky with this but not with the background check.
I don't even have a traffic ticket (average speed 30mph), very little alcohol, never used any kinds of drugs, never been in any lawsuit or a witness or anything?!?!
and i guess they ran the same check 5 years ago, didn't they? My name is extremely unique, i am pretty sure that there is no one in the US with the same name.

I guess the fact that your receipt number doesn't appear online is what helped you get transferred. Before I went to InfoPass, I considered calling and making up a receipt number that doesn't appear online, just to get transferred to an IO. I guess I should have done it!

Sorry to hear that you're stuck in name check. Hopefully, you fall into the category where it's cleared within 6 months. The algorithms that comprise the name check procedure are a mystery, so one can only guess why your name returned a hit. I've heard many reports of people with unique names get stuck in name check, and I was preparing myself to become one of those people, due to my nationality (Russian). Do you mind disclosing your nationality?
