Can I apply for a SSN for my wife?
You cannot, but now that she has employment authorization she can apply for one.
what would be the best time to apply for an SSN?
Now. She'll need it eventually, and you'll both need it soon to file your taxes.
We already have the ITIN number for tax filing purposes. that was applied last year- before we got the EAD.
My question is can I apply for a SSN at this stage ( EAD approved, but still on H4)? Should I apply only when she is working ( using the EAD)?
I understand with just a H4 I cannot apply for a SSN.

Absolutely. My wife got an SSN years before her I-485 was approved while on H-4 status with an EAD, and she has never worked in the US.
