confused OPT Student inside USA

Hi Everyone,

I'm an international student during my OPT year.
I went to USCIS and they told me to return on Nov, since my number is SA000005XX and will become active in Nov 1st.

I don't want to return to my country to apply from there.
At the same time I have heard horrible stories from people who have applied through USCIS, some had to wait from 6 to 9 months.

1. Please tell me if I need to go to the USCIS of my state, or should I send my letters to Kentucky?

2. Is anyone applying inside US to change his/her status?

some people do. Your number is pretty low, so you may have a good chance. Do not get a work permit and do not travel on AP, if you want to maintain your F-1 status in case DV AOS goes wrong. Theoretically, if you maintain F-1 status, you can fall back on it if DV falls through.

Or read the instructions you received from KCC. Basically, if you plan on doing AOS, you don't have to deal with the Department of State other than sending them your DV payment. For AOS you will be dealing with the USCIS, just complete Form I-485 and send it to:
