Change of status (dependant to H1-B)

Any advice on the situation is highly appreciated.
My wife is currently on a dependent visa.
She had her H1-B approved while she was in India.
She could not go for stamping as we had to apply for I-485.

1) Can she reapply for H1-B as change of status?
She is not impacted by quota
2) Can she work once her H1-B is approved?
3) Can she get a stamping when she goes to India next time (a year later)?

The approved H1 petition can be amended with help of your attorney.
Once the amendments to change the status is approved (h4 to H1) with same approved h1, the approval notice may come with I 94, in this case she can start working with sponser after getting her SSN but with no visa stamping. Visa stamping can be done whenever convenient to you.

Here no quota issue.
