Which is better: GC Sponsor or US Citizen

I would like to sponsor Visitor visa for my brother (age 33, employed in India) and his wife.
I am currently a GC holder, but will soon be naturalizing. Is it better to apply for his visitor visa now, or would it be better to apply after my naturalization?

Is there any improvement in chances of granting the visa, if the sponsor is a citizen rather than a GC holder?

Visitors B1/B2 do not need sponsors. It makes no difference if you are GCH/USC.

He must get the visa himself by proving that he has strong ties to India.
 
Firstly, B-2 visas do not need a sponsor.
Secondly, the moment your brother mentions you in his DS-156, he makes it very difficult to overcome 214(b). I wish him good luck.

Triple C, can you explain why he will have a tougher time if he mentions his brother on the application.
 
Mentioning a GC holding brother in one's DS-156 makes it more likely (in the eyes of the interviewing consul) that the visa applicant will stay back in the US. The worst part is, there is no choice. The applicant has to mention all family members that live in the US.
 
Thanks for your quick response, Triple C. Does that apply to children in the U.S. (GC holders) who want their parents to get a visa? Does this make it tougher for parents too?
 
Unfortunately for applicants from certain countries, presence of any family members in the US makes it difficult to overcome 214(b).
