Would a F2B case upgraded to F1 automatically when the petitioner becomes a citizen?

My friend's mom filed an I-130 petition (F2B) for my friend in 08/2001 and became a USC in 11/2006.

Does she have to send a letter to NVC to request a petition upgrade to F1? Or would it upgrade to F1 automatically once she became USC?

Her attorney told her it's unnecessary to send an upgrade request. When the priority date of F1 reaches 08/2001, he'll do a petition upgrade all together with my friend's I-485 applications. Is that a correct way of doing it? Now my friend's mom believes sending a petition upgrade before the priority date becomes current might "mess up" her application.

When contacting the NVC make sure you include the case number. If emailing put the case number in the subject line.

In the body of the letter/email include both petitioners and beneficiary's (now applicant) full names and dates of birth along with your request.

Princesskate, when was your friend's I-130 approved? If it hasn't been approved yet it is probably sitting in California office and your friend's mom would have to send an upgrade to California and a request for them to transfer the case to NVC. I believe there was a post earlier about this when I130 was not approved and petitioner had to fill out a new I-130 during his son's/daughter interview and it was approved right then.

His I-130 was approved back in 2005. Now he's waiting for the priority date becomes current but he doubts whether he'd stay in F2B if his mom doesn't notify NVC regarding her USC status.
 
my attorney submitted my upgrade request with my AOS packet. my I-130 hadn't been approved at the time of the upgrade/aos filing. turns out it was missing from my file, and I had to fill out a new one at the interview.

So you were in F2B and didn't send any upgrade request to F1 until your
I-130's priority date reached USCIS's priority date for F1 category?
