Even though I read on this forum that's not possible, I'm hearing of such frenzy about H1 masters quota that I found it appropriate to post this question. Please experts, jump in!
It seems USCIS has reported already 17K applications counting towards the 20K cap have been received. OF those, they have awarded 5K.
I keep hearing from my friends that people are applying H1B towards the cap without having their degrees, by only attaching a letter from their respective university departments (saying the letter they will graduate in may)..
Do these people have any change of getting the H1B if they show their brand new diploma when they receive the RFE (assuming they receive RFE *after* they get their diploma, around mid may) !!??
