H4 to H1 in Master's degree Quota

Hello,

I'm currently holding H4 Visa and I'm completing my MS degree in June. Am I eligible to apply in Advanced degree (or Master's degree) quota for H1 visa once I graduate?

I want to know if one has to be in F1 visa to apply in this category? Please help...
