Simple Question

I don't think its possible to apply for a green card on an H4.
Let me qulify that:
Most people on an H4 have a chance to receive a green card if their spouse (on an H1B) applies. This is known as immigration through employment.

However that's not to say you couldn't obtain a grren card via the following methods:
Immigration through the Legal Immigration Family Equity Act (LIFE)
Immigration Through Investment
Immigration Through "The Registry" Provisions of the Immigration and Nationality Act
Immigration Through the Diversity Lottery

I have no idea whether you'll fit into these categories.
 
yes my mom who is on H1B applied for a change of status.. PERM somethin like that.. how long does it take to process it? its in the nebraska center...

H4 can apply for GC through employment as a primary applicant if there is a sponsor and s/he fits the EB category.

OK, that makes it totally different scenario.
You are obviously younger than 21 years old and pretty tough to get GC through your own employment.

you need to apply as a dependent of your parents.
How long ? There are many info missing to answer that.
1. When PERM was filed.
2. Country of birth of primary applicant.
3. which EB category the primary is.
4. How old are you.

So now I'm confused (not that it takes much!).
I myself am an H1B, I filed my green card application back on 09/30/04 as EB3 (rest of the world category). I have my labor Cert approved and my I140 filed. However I cannot file I485 until the priority date moves from Aug 03 to Sept 04.
My wife if on an H4, she has a US Masters degree and applied this year for an H1B in the US Masters cap quota.
Are you suggesting that my wife could apply for our green card on an H4?
This would make the application very quick because she could file under Eb2 which is current processing for I485.

My plan was for her to file a separate green card application if she successfully receives her H1B.

yes she can.
There is no need to be on H1 or being currently working in the US to apply for GC because GC is for future employment.
H4 can apply for GC w/o currently being working if she has a sponsor.

i am already a dependent of my parents....

1.somewhere along mid 2006
2.philippines
3.idk what eb category is..
4.19yrs.

offtopic but related in a sense:

there is also the issue as a 19 yr old that cant have a job which is weighin down so much on me. and also i am having difficulty getting even a temporary drivers license.. right now the only choice for me is to go to college.. i just hate this kind of visa and i am praying so hard to get out of this.
 
If EB1 or EB2, it should be close to the end, though depending on what stage she is in now.
If EB3, it will take at least 2 more years to reach final stage. You may age out in that case, meaning you may not be eligible to derivative benefit any more if you become 21 years old. I forgot which stage you should be in before being 21years old, but I thought it was I485.
