Hi all,
I am trying to figure out why people with ND in 2004 /2005 got approved while I am with ND 2003 still waiting. Is there a seven percent limit to each country ? This is the case for employment and DV.

This seven percent does not apply to asylum based green cards. In fact there is no numerical limitation of any kind on asylum green cards.

If that is the case do you have any idea why USCIS has got so unpredictable processing time. I know freinds with ND late 2005, have got approved their case. I am still waiting since 2003.

USCIS is not managed by a single person. It has many adjudicators, and each adjudicator is different. Some officers are competent; others aren't. Also it is possible that your file has somehow slipped from the shelf into obscure corner that the adjudicating officer don't even see it.

In my opinion what you need is: do not sit down and wait; just make some noice. Write to your senator, the Obdusman office, their 1800 number; make sure that the officer handling your case put his hands on your file. In this case he will know your are there...good luck
