Question on H1B withdrawn - help please

I was working for a company A till Feb 12 2007 and have joined an another company now. Company A had processed my brother's H1B petition for the year 2006. He got the approval in Nov 2006 and got the H1b visa stamped in Dec 2006. He is still in India and has not come over to US yet. Now the company A has sent him an email (Dated Feb 17th 2007)informing the cancellation of his H1B petition. Here are the excerpts from their mail to him.

" We have withdrawn your H-1B petition with USCIS with immediate effect.

Please be advised that we have informed USCIS about the termination and also the port of entry."

Here are my questions:

- How do we know if they have actually cancelled it?(we want to know if it is a mere threatening email to scare him off)
- If they have cancelled, is there any way he can still come over to US?. Any possible options available.

--------------- they wrote you that they have cancelled H1 by writing to USCIS and even if they have not done it they dont have job for your brother and if he tries to enter US he may be sent back.

- If they have cancelled, is there any way he can still come over to US?.
Any possible options available.

---------- He should not try to enter US on the base of H1 that has been revoked by employer . New company can file H1 for him once petion approved then he should get H1 stamp and enter
