I agree with Johnny Cash. My friends live in NY and they received their family based green card two years ago and they all have successfully applied for and received medicaid insurance.

I don't know why it is so hard for you to understand what I wrote earlier. Because if you had comprehended what I wrote, you had not made the same comments over and over. I did not comment specifically on your ex-h's parents' case.
Let me repeat myself again-
[1] Medicaid is approved to those who have either no income or low income. Age of an applicant has NOTHING to do with it; rather the income is the PRIME (first and foremost) criteria. And if an applicant lives with family member(s), then state govt. would need to know Gross Household Income in order to determine applicant's eligibility for Medicaid.
[2] Each state has its own eligibility rules for Medicaid. Some states require an applicant to be legal (like NY), while others don't (like NJ). That being said, a person can easily get Medicaid even if s/he is NOT legal in this country, which is of course depend upon which state s/he lives in. Again, a person doesn't need to be legal to be eligible for a Medicaid if his/her state rules allow him/her to have Medicaid. But I must say that govt. has changed the law from this month. As per NEW law on Medicaid, each state must need to verify the immigration status of an applicant. Plus, LPRs who have been parmanent resident for at least 5 yrs are considered eligible for Medicaid.

There is not many options available to elderly people when it comes to have a medical insurance. Premium will understandbly be very high because of their age (and because of any pre-existing medical condition as well). That's why it is very important that people should search a cheap and good medical insurance company for them online. There are MANY insurance companies which do issue medical insurance policy to elderly people in low premium, but people would need to do a high level search for that. For prescibed medicine, they could get some discount, depending upon Pharmacy or state laws on that.
For Medicare, they have to be of a certain age or should have earned at least required quaters of earned credit.
For Medicaid, they need to be eligible for it as per the rules set up by the state where they live in. Medicaid is partially funded by Federal govt. but it is wholly regulated by state govt. That's why each person needs to check their own State rules on this to find out if s/he is eligible for it or not.
