Congrats Raj - You need not worry about that. That photo stapled to your passport is not for POE authorities. It is extra so the consulate stapled it to the passport for you. In my case too the POE authorities never collected that and I received my plastic card within 12 days (POE - MIAMI)...

If your baby was born in US, I would advise to carry his/her American passport with you for the interview. My son (2 years old) was born in US and we took him along with us for the interview and the Consular officer asked for his passport and luckily we had it. Good luck
