"In a move hailed by immigration attorneys and immigrant rights advocates, the USCIS (legacy INS) has withdrawn the chilling "Zero Tolerance Memo" issued by former INS Commissioner James Zigler. This memo created a working environment of fear among unquestionably dedicated and competent INS officers, resulting in the development of a culture of "no". Officers have been afraid to exercise favorable discretion in the environment of fear engendered by this memo. Now that the memo has laudably been withdrawn, we are optimistic that the thousands of dedicated and competent legacy INS officials will be able to adjudicate applications on their merits without fear of reprisal."

Murthy is late to report this, but this is a confirmation of the post.

At no point in your rambling, incoherent response were you even close to anything that could be considered a rational thought. Everyone in this room is now dumber for having listened to it. I award you no points, and may God have mercy on your soul."

Not really! Though I liked WaterBoy (for the football) and bits and pieces of Billy Madison (for some of the punch lines).

Just thought those lines were very apt for someone as insane as the lame loser ShantanuB (who for no fault of his had an abused childhood which explains his behaviour and attitude)!

But it was interesting to see someone actually identify those lines! :) Dint expect that to happen. Guess Billy Madison is more popular than I thought or you happen to be one of Sandler's fans! :)

the 'zero tolerance rule' was put in place so that INS could figure out what the hell was going on, now that mr Atta is getting a new visa.

my sister is in the immigration forum - a group that lobbies congress and works with the BCIS to improve process & push for immigrant rights.

according to her the 'zero tolerance' was having a major effect on the efficiency of officers to adjudicate and causing a backloged system.

this rule helps create efficiency in the process - not necessarily make it easier for a terrorist to get in. These things are different. What they do now is a lot more rigourous - you can be more rigourous without having a gun at your head.

BCIS is removing that gun from the officers head. this is hugely important.

the second more subtle point of the zero tolerance policy was that it was not clear WHAT it applied to? Zero tolerance to giiving atta a visa or zero tolerance to giving a H1-B worker with 1 week of out of status a GC? that is what the mess was all about.

now it is clearer that such situations (as cooley says) will get a more fair handling.

I like sandler movies but lately they have been really bad. The most recent one was total crap. felt cheated after watching that movie. wasted 2 hours.
