All "major" E3 PD revision theories now are dead

PD only moved by 5 weeks for Feb 2001.

My conclusion:
Even though the AC21 law provides more visas, the same old rules apply. PD will just move FASTER. State Dept is moving PDs forward and trying to gauge demand on visas after each move. (Does anyone remember the days when PD moved one week at a time for MONTHS ?)
