Wrong Consulate for Interview or Not?

Hi, I'd really appreciate some clarification guys. I got a letter from the National Visa Center indication that my wifes case had been completed and forwarded to the designated consulate.

Here is my concern, my wife is from Mexico and from what I know all interviews are done in Ciudad Juarez right, yet this letter states that it has been fowarded to

"CONSULATE GENERAL OF THE UNITED STATES, VISA UNIT
P.O BOX 10545
EL PASO, TX [/B] 79995-0545
USA

Is this where they all get sent to and then the correct consulate gives you the intervew? or is this an error and should my wifes case had been sent directly to Ciudad Juarez?

Here is some more information on our case;

*Preference Category: CR1 - CONDITIONAL SPOUSE OF U.S CITIZEN
Your priority date: 03MAY2005
Foreign State Chargeability: MEXICO

With the attitude you showed on the other thread, i'll be surprised if you find any "S*****h B*****d here to reply to your questions
