would applying for E1B be appropriate or better labor certification

I have a PhD and did research for about 10 years, I think I would qualify for applying for E1B. However, currently I don't pursue actively my own research. I work in a imaging facility as a facility manager on a H1B visa, though my official job title at the university is research associate. I train researchers in equipment use and also advise in the the correct design of research projects and using the correct tools. I do have one additional publication resulting from such help. Does it matter for an E1B that I don't pursue the research any more where the majority of my publications is from?
