Worried FOr ANswering NO instead of YES though Arrested but not charged

A person was taken by police on domestic violence situation.Police collected the finger prints. prosecutor denied the warrant to police and refuses to submit to court and realeased without any citation or charge ,he is free from any charge .After an year the person files for his I-485 and in the PArt 3. item 1(b)he slected NO it should be YES.After reading a post in the immgration tracker he goes to the police station and came to know that there is an arrest card in his name. Because he was not charged and arrest warrant denied the records department returns the arrest card and finger prints to this person. records clerk at the police department was kind enough and ran a records check at three levels for 1.STATE 2. ALL STATES 3.FBI.And all the three searches did not report any records on this persons .Mean while this person got his EAD, AP and FP. His and his family members EAD and AP are renewed.Now after reading in the forums and enquiring with the police department though there is no record associated this person is worried whether this will affect the I-485 processing.
He is worrried not providing the correct answer for the question in PART 3. Qestion 1(b).What do you suggest for this person.
An early reply will be appreciated.
 
if he gets transferred to local office, at interview time the same questions will be asked, " have you ever been arrested or charged? simply he can say yes, but explain that no charges were made.

but do say he was taken to police station, but later released without having to appear in front of a judge/court. INS likes honesty, he will be fine.just expalin that since he has no police record, he was confused about the anwser/question

a friend of mine had been arresteed and charges were made DWI/DUI and he had his license suspended for like 6 months, he only showed court records/depositions at time of intervie and there was no issue.

If he does not get transferred and no questions are asked/RFE. he's fine.
just do remember to say yes at the citizeship applicaton question " have you ever been arrested" ....good luck!!!!!!!

Is there any possibility of denial of I-485 even without sending it to the LOCAL office?

In that case what should be done?

since this person has no official police record/fbi record there should be no problem if he never gets transferred, they will approve right away...good luck
and behave........
