Can someone working in the US for a US company under TN status also work remotely for a Canadian employer/client?

Hold on. What does "outside" mean? If you are working in US, that is not "outside". Work in US requires authorization.

Work authorization in this case is employer specific.

In addition, many employers via the employment contract do not permit an employee to work for another employer - especially if the type of work is similar. There are potential intellectual property problems.

Pick who you want to work for and physically locate appropriately.
