WOM status

have used pacer account to check the WOM cases filed in Northern California, and many cases have the following information :
Disposition: Dismissed - Voluntarily

Does it mean that the case was Won? If yes, what will be the diposition message for the lost WOM cases?

If people get what they want(gc) they have right with draw the case.

Then the case will be dimissed ( this is my guess)

Usually under which condition the WOM case should be dismissed by the case filer?

1. name check is cleared
2. get GC approval

I filed a WOM on Oct 30, 2006. On Dec 31, 2006 received a letter from FBI that they ask judge to dismiss my case, saying that my case is not strong enough. So, I am not sure what judge will decide now. Name check started on March 2004.
