witholding of wages until SSN comes

Thank You JoeF for responding. It gave me a lot of information. I thought her employer was wrong.

For JoeF or anybody else out there, another thing I was wondering about is, is it lawful for her employer to withhold her earnings until she does get a social security number? They are doing that now.
