With whom to apply for DV?

I read on the 2008 instructions that applying directly with the state dept and applying through a third party company stands you the same chance of winning.

However I was speaking to someone who stated that applying through a third party company stands you a much higher chance of winning since the state dept gives such applicants a higher chance of winning.

What is the truth about this matter?

The truth of the matter is what you read on the 2008 instructions.
In fact there is no such thing as "applying through a third party". When people think that they are applying through a third party, what really happens is that they are simply paying that third party some money to fill in the electronic application at the state department website with their details. (Instead of doing it themselves)
Do you think that someone else filling in that electronic application instead of you filling it up yourself can possibly increase your chances?
Submitting "through a third party" simply leads to a higher probability of some human error that could lead to a disqualification of an application. Nobody else is going to be as careful as you yourself when filling up your electronic application.

Could not agree more. In fact one of the reasons that some people are lobbying to axe the DV is because the lottery has spawned so many of these “third party” companies that tend to rip off millions of people. Of course there are genuine companies that operate and probably do a good job. In the old days of paper applications applying through one of these companies may have had some merit, but now that the DV is an electronic form that validates before submission there is no need for these companies any more. I think the electronic DV has put a large number of these “third parties” out of business. I would advise anyone to fill in the form them selves rather then paying some one else to do it,, its free in the first place!! :)
