Winning US Green Card doesn’t seem to help…
My sister lives with her husband and two sons illegally in the US (for about 9years).
She recently won a green card. She has to visit her home country to process the application. It looks like she might be refused re-entry to US for a period of 10 years because of her overstaying her original visa.
She doesn’t want to risk her family happiness because of it.
Would anyone have any suggestions what to do please?

I'm guessing she has been selected in Diversity Visa Lottery? She hasn't won a green card yet. She has simply been selected for further consideration in the Green Card lottery program. She can be denied a green card anytime during the process.
She has to visit her home country to process the application. Why?

Yes, leaving the US would trigger the 10 year ban, and she would be denied a green card at the interview at the consulate.
She doesn’t want to risk her family happiness because of it.
Would anyone have any suggestions what to do please?

I'm not sure at all but there may be a way she can apply while still in the US. She should really consult an immigration lawyer who can better help her.

I know someone that who was in similar situation but was a student out of status. what you sholud know is that the outcome of the process is entirely up to the consular officer. in my friends case he was lucky. If you decide to go ahead, remember the most important document to have is from I-134 (sponsorship from USC/Green card holder) and make sure you document your activities while in the US, if you've paid taxes make sure you have proof. unless you entered the country illegally, living here beyond your allowed period of stay is NOT a criminal violation. you can also contact the consulate before hand to find out about their practices and also talk to a good lawyer.

I know someone too. She won her green card from lottery but because she overstayed here with tourist visa, at the interview they didnt allow her to get green card. They asked that if she stayed overtime here, how did she support herself? obviously by working w/o permit. she told them she was babysitting to her cousin's children but they said that doesnt work. they did everything they can.
I would suggest you to ask to a very good Lawyer. At least the best you can find. Very delicate subject and good luck
